Kaupapa Māori has been a catalyst in building positive relationships between Council, tangata whenua and Māori. Kaupapa Māori:
- provides an interface with Māori communities, organizations and individuals, marae, runanga, iwi, hapū and whānau
- designs and develops te reo and Māori cultural training for staff and other external organisations
- contributes and implements appropriate Māori tikanga (protocols) for local, national and international visitors and dignitaries
- provides Māori protocol, translations and historical advice or sources of information for Council management and staff, and for elected members
- works with the Te Arawa Standing Committtee and reviews Council policy that affects Māori
- develops methods to provide opportunities for Māori to participate in local government decision-making processes.

Mana Whenua Fund 2009
Rotorua District Council's Kaupapa Maori department have available a Maori land feasibility fund for small or non-financial Ahu Whenua and Whenua Topu Trusts, located in the Rotorua District. The Mana Whenua fund is available from the 20th October to 4th December 2009. The funding application can be downloaded from this site or is available at the Rotorua District Council Customer Service Centre.
