2011/2012 Rates

Rotorua District Council has set the 2011/2012 rates in accordance with the Local Government (Rating) Act 2002 and the Annual Plan’s Funding Impact Statement for the financial year 1 July 2011–30 June 2012.

All rating factors are GST exclusive.

General Rates

  • Council has set general rates for the purpose of funding that part of the general revenues of Council not funded by the Uniform Annual General Charge, under section 13(2)(b) and section 14 of the Act, on a differential basis, using the following factors, and;
  • The amount to be collected is $19,009,471 

Residential rating group

  • 0.00221 multiplied by the land value on every rating unit in the ‘Residential – General – Urban’ category
  • 0.00168 multiplied by the land value on every rating unit in the ‘Residential – General – Rural’ category
  • 0.00243 multiplied by the land value on every rating unit in the ‘Residential – Two Unit – Urban’ category
  • 0.00506 multiplied by the land value on every rating unit in the ‘Residential – Three Unit – Urban’ category
  • 0.00661 multiplied by the land value on every rating unit in the ‘Residential – Four Unit – Urban’ category
  • 0.00793 multiplied by the land value on every rating unit in the ‘Residential – Multi Unit’ category

Farming rating group

  • 0.00168 multiplied by the land value on every rating unit in the ‘Farming – General’ category

Business rating group

  • 0.00793 multiplied by the land value on every rating unit in the ‘Business – Urban’ category
  • 0.00503 multiplied by the land value on every rating unit in the ‘Business – Rural’ category

Lakes Enhancement Rate

  • Council has set a targeted fixd rate on every rating unit in the district that pays a Uniform Annual General Charge for the purpose of contributing to lake enhancement by improving lake water quality.
  • The amount ot be collected is $427,364.
  • The lakes enhancement rate is $16.00.

Roading Rate

  • Council has set roading targeted rates to contribute to the cost of roading throughout the District.
  • The total amount to be collected is $8,951,458.
  • A uniform fixed amount of $90.00 per rating unit in the District that pays a UAGC, and;
  • An undifferentiated rate of 0.000474 multiplied by the capital value of every rating unit in the District.

Business and Economic Development Rate

  • Council has set targeted rates on a differential basis to contribute to the cost of economic development, Rotorua marketing, tourism travel and information, and events and venues.
  • The total amount to be collected is $5,357,793.
  • A uniform fixed amount of $44.44 per rating unit on all farming rating units in the District that pay a UAGC;
  • A uniform fixed amount of $177.78 per rating unit on all urban and rural business, industrial, and bed and breakfast rating units in the District that pay a UAGC;
  • A differentiated rate of 0.00004 multiplied by the capital value of every rating unit in the District that pays a farming differential rate;
  • A differentiated rate of 0.00260 multiplied by the capital value of every rating unit in the District that pays an urban or rural business differential rate;
  • A differentiated rate of 0.00058 multiplied by the capital value of every rating unit in the District that pays an industrial differential rate.

Refuse Collection Charge

  • Council has set differential targeted rates for each rating unit that is within the Urban, Urban Cantral Business District, or Rural area to provide for the collection and disposal of refuse where the council refuse collection service is available under sections 16(3)(b) and (4)(b) of the Local Government (Rating) Act 2002.
  • The total amount to be collected is $2,042,004.

Urban area

  • $73.00 per separately used or inhabited part of a rating unit for refuse collected once a week.

Central business district of urban area

  • $146.00 per separately used or inhabited part of a rating unit for refuse collected within the central business district twice weekly.

Rural area

  • $75.50 per separately used or inhabited part of a rating unit for refuse collected once a week.

Rotorua Lakes Community Board Rate

  • Council sets a uniform targeted rate for each rating unit that is wholly or partially within the Rotorua Lakes Community Board area for the purpose of funsing the administration costs of the board.
  • This area was defined by the 2006 decision of the Local Government Commission and is shown on SO Plan No. 379278.
  • The amount to be collected is $50,004. 
  • The Rotorua Lakes Community Board rate is $19.00.

  • Council sets targeted rates on a differential basis for the following sewerage schemes for the purpose of contributing to the cost of construction of each scheme.
  • HUE means Household Unit Equivalent.

Sewerage Disposal Charge

  • Council has set the following targeted rates differentially for the purpose of providing sewerage treatment and disposal throughout the District where the service is available.
  • Under sections 16(3)(b) and (4)(b) of the Local Government (Rating) Act 2002 per toilet connected to the sewerage system on each rating unit.
  • The total amount to be collected is $10,156,027.

Category 1

  • $328.00 for each toilet on rating units with 1–4 toilets.
  • Any rating unit that is used primarily as a residence for 1 household shall be rated as having not more than 1 toilet, regardless of the number of toilets actually connected to the sewerage system.

Category 2

  • $278.80 for each toilet on rating units with 5–10 toilets.

Category 3

  • $262.40 for each toilet on rating units with 11 or more toilets.

Availability Charge

  • $164.00 for rating units which are serviceable rating units (eg. capable of connection but not connected)

Uniform Annual General Charge 

  • Council has set a Uniform Annual General Charge for the purpose of funding that part of the general revenues of Council not funded by the general rate, under section 15(1) of the Local Government (Rating) Act 2002.
  • The amount to be collected is $14,606,550.
  • The Uniform Annual General Charge is $525.00 per rating unit.

Urban Sewerage Development Rate

  • Council has set a uniform urban sewerage development rate for each rating unit in the urban sector that pays a uniform annual general charge for the purpose of funding the cost of sewerage capital work in the Ngongotaha, Fairy Springs, and Hinemoa Point areas.
  • The amount to be collected is $58,127.
  • The urban sewerage development targeted rate is $2.70.

Water Supply Rate Charge 

  • Council has set the following targeted rates for the purpose of providing a potable water supply to all rating units within each water supply area.
  • Sections referred to are from the Local Government (Rating) Act 2002.

Urban water supply

  • A differential targeted rate set under sections 16(3)(b) and (4)(b).
  • $172.00 per unmetered separately used or inhabited part of a rating unit connected per annum.
  • $172.00 per metered connection on each rating unit connected per annum.
  • $86.00 per serviceable rating unit per annum.
  • A targeted rate set under section 19 on each metered separately used or inhabited part of a rating unit of $0.78 per cubic metre supplied in excess of 56 cubic metres per quarter.

Mamaku water supply

  • A targeted rate set under sections 16(3)(b) and (4)(a) per connection on each rating unit connected of $188.59 per annum.
  • A targeted rate set under section 19 on each metered rating unit of $0.53 per cubic metre supplied to the rating unit per quarter.
  • The total amount to be collected is $7,950,082.

Rotoiti water supply

  • A differential targeted rate set under sections 16(3)(b) and (4)(b).
  • $132.38 per connection on each rating unit connected per annum.
  • $66.19 on each serviceable rating unit per annum.
  • A targeted rate set under section 19 on each metered rating unit of $0.45 per cubic metre supplied to the rating unit per quarter.

Rotoma water supply

  • A differential targeted rate set under sections 16(3)(b) and (4)(b).
  • $275.62 per connection on each rating unit connected per annum.
  • $137.81 on each serviceable rating unit per annum.
  • A targeted rate set under section 19 on each metered rating unit of $0.93 per cubic metre supplied to the rating unit per quarter.

Kaharoa water supply

  • A targeted rate set under sections 16(3)(b) and (4)(a) of $282.88 per connection on each rating unit connected per annum.
  • A targeted rate set under section 19 on each metered rating unit of a $0.29 per cubic metre supplied to the rating unit per quarter.

Reporoa water supply

  • A differential targeted rate set under sections 16(3)(b) and (4)(b).
  • $125.12 per connection on each Domestic/Non-Farming rating unit connected per annum.
  • $195.84 per connection on each Farming/Dairy-Factory rating unit connected per annum.
  • A differential targeted rate set under section 19.
  • $0.38 per cubic metre supplied in excess of 82 cubic metres on each Domestic/Non-Farming rating unit per quarter.
  • $0.24 per cubic metre supplied in excess of 208 cubic metres on each Farming/Dairy-Factory rating unit per quarter.

Hamurana water supply

  • A differential targeted rate set under sections 16(3)(b) and (4)(b).
  • $110.61 per connection on each rating unit connected per annum.
  • $55.30 on each serviceable rating unit per annum.
  • A targeted rate set under section 19 on each metered rating unit of $0.32 per cubic metre supplied per quarter.

Okareka water supply

  • A differential targeted rate set under sections 16(3)(b) and (4)(b).
  • $81.60 per connection on each rating unit connected per annum.
  • $40.80 on each serviceable rating unit per annum.
  • A targeted rate set under section 19 on each metered rating unit of $0.27 per cubic metre supplied to the rating unit per quarter.

Stormwater and Land Drainage

  • Council sets an undifferentiated rate in the dollar on capital value on every rating unit for the purpose of funding a portion of stormwater and land drainage activities.
  • The amount to be collected is $2,000,000.
  • The stormwater and land drainage targeted rate is 0.000148.
