Implementation Structure

Rotorua District Council Statement of Proposal Council requested an assessment of business plans around two implementation structures:

    1.    a Council-Controlled Organisation model (CCO) and
    2.    a Hybrid Committee of council model.


On 15 November 2011 council agreed to establish a Council-Controlled Organisation model (CCO) to drive implementation of the Rotorua Sustainable Economic Growth Strategy. Some of the services to be carried out by the CCO are currently delivered from within the RDC structure.

Council sought public feedback regarding the CCO model until 21 February 2012.

This statement of proposal details:

  • At a high level the Rotorua Sustainable Economic Growth Strategy;
  • The two options considered to drive the implementation of the Rotorua Sustainable Economic Growth Strategy
  • CCO
  • Hybrid Committee
  • Council's preferred option
