The Local Government Act 2002 requires Council to review all Bylaws which were in place when that Act came into force. One of those Bylaws is the Rotorua District Council Sanitary Bylaw 1990 which deals with the disposal of waste to the sanitary landfill.
At its meeting on 4 February 2008, Council's Works Committee considered a "proposed Rotorua District Council Sanitary Landfill Bylaw 2008". This Bylaw is intended to replace the Rotorua District Council Sanitary Bylaw 1990.
At the 4 February 2008 meeting, the Works Committee resolved to recommend to Council that the proposed " Rotorua District Council Sanitary Landfill Bylaw 2008" be put out for public consultation.
In undertaking a review of a Bylaw, Council is required to follow the special consultative procedures as set out in section 83 of the Local Government Act 2002. To comply with that procedure, enclosed is a "Statement of Proposal" which comprises the report considered by Council's Works Committee at its meeting on 4 February 2008. Council would appreciate any comments you may wish to make on the provisions of this draft Bylaw.
A form is attached on which you may make your submission. Please note that it is not essential that you use this form, your written comments in whatever format you may prefer would be welcomed. Please make clear in your submission if you wish to be heard or not in support of your submission.
Additional copies of this material are available from the Council office in Haupapa Street, the Rotorua Public Library or the City Focus.
Anyone who makes a submission and wishes to be heard in support of that submission will have an opportunity to appear before Council's Statutory Hearings Committee to speak to their submission.
