The Local Government Act 2002, findings of the Waitangi Tribunal, judgements of the Court and Central Government policy are significant drivers for Council to build and maintain informative and mutually beneficial relationships with Tangata Whenua and Maori. 

The Kaupapa Unit (Director Mauriora Kingi) has been a catalyst in building positive relationships with Maori.

Some of the services include:

  • providing an interface with Maori communities and or individuals, marae, runanga, iwi, hapu and whanau. 
  • designing and developing te reo and or Maori cultural training for staff and other external organisations. 
  • contributing and implementing appropriate Maori tikanga (protocols) for local national and international visitors and or dignitaries. 
  • providing Maori protocol, translations and or historical advice or sources of information for various RDC Departments, Councillors, Directors and staff. 
  • attendance of all council committee meetings or alternatively reading minutes and or reports.
  • working with the Te Arawa Standing Committtee and reviewing Council policy that affects Maori. 
  • developing methods to provide opportunities for Maori to participate in local government decision-making processes


The Kaupapa Maori unit is working towards Council taking on a greater responsibility for Maori issues and helping elected members have an understanding of the Maori perspective on issues.
