Rotorua's unique environment has shaped the development and identity of the district and provides a wide range of social, cultural, recreational and economic resources. The 12 lakes form a backdrop to an abundant and wide variety of natural resources. A major feature of the Taupo Volcanic Zone are the active geothermal attractions around Rotorua that draw visitors from the rest of New Zealand and overseas.
 
The national importance of our environment is clear from the development of The Resource Management Act 1991. This sets out a national framework for the use of natural and physical resources. It is in this within this framework that Rotorua District Council is given the duty of protecting our local environment.
