The Rotorua District is serviced by the strategic Highways of SH5, 30, 30A , 33, 38.
Council manages the Rotorua District State Highway Network under delegation.
Traditionally, the Highway network in New Zealand is managed by Transit New Zealand, a crown owned entity. This agency oversees the construction and maintenance upon the 10,000-km network.
However, in the early 1990's Rotorua District Council and Transit NZ realised an opportunity for a unique form of roading partnership. At that time a single roading manager for both a Highway network and Local District network had not been fully developed.
Created from this opportunity was a "one stop shop", where residents and road users could contact both road managers for all roads and traditional Council services in one visit. This approach took the form of Council staff performing the normal role usually provided by Transit – but still working under the "umbrella" of Transit policy and procedures.
While this can sometimes create differences in policy, criteria or interests it also allows local issues and knowledge to aid and flavour the decision making process. It can also provide resolution of issues or problems to be undertaken more speedily and be justified locally.
This delegation of functions to the district has been a win-win for Council, District residents and Transit NZ for over 10 years.
