The District Plan consists of Text and Planning Maps

The Rotorua District Plan consists of text and planning maps.   The planning text is divided into Twenty (20) Parts.   Planning Maps indicate the location of the various zones within the District and the various designations to which specific parts of the text apply.
 
All Twenty Parts of the Plan and all the relevant Planning Maps are able to be accessed on the web.   Parts One to Nineteen (1-19) are accessed under Rotorua District Plan.   There are some 115 Planning Maps including the Legend and Street Indexes that are of relevance to Parts 1-19.

In addition to the provisions contained in Parts One to Nineteen, the Transitional District Plan (text and planning maps) contains provisions relating to signage that are relevant.   The Transitional Plan provisions are not available on the web.

Part Twenty is accessed under Lakes A Zone.
 
It is drawn to the Reader's attention that the Planning Maps for Part Twenty contain some features that are not commonly used by other Councils.   An explanation of these features and how to use the Planning Maps is outlined in the section below entitled 'navigating the planning maps'.  Also refer to other related links relating to the Lakes A Zone Design Guide for Buildings - Sept 2002 and Lakes A Zone Revegetation Guide - August 2004 documents


The Rotorua District Plan - Parts One to Nineteen

Parts One to Nineteen of the Rotorua District Plan were made Operative in September 2000.  Some of the Parts of the Plan deal with a specific range of zone types such as residential, commercial, industrial, reserves etc.  Other parts are 'overarching' in that the provisions of the Part concerned affect all land irrespective of its zoning, such as Part Fourteen which relates to hazardous substances, facilities and contaminated sites.  Various provisions contained in Part Eighteen (Appendices) also affect all land irrespective of its zoning.  There is a specific set of Planning Maps that are part of the Operative District Plan.

From time to time some Parts of the Plan will be subject to amendment(s) or Plan Change(s).  A list of past and current Plan Changes is able to be accessed on this web site.

The Lakes A Zone - Part Twenty

Part Twenty (20) which became Operative on 9 December 2005, relates to the Lakes A Zone and consists of two volumes of text and a set of planning maps.  In addition there is a full text version of Rule 1.1.  Rule 1.1 in Section 8 of Volume 1 refers to various provisions of the District Plan contained in Parts 1-19 that apply within the Lakes A Zone.  However, it is only those provisions within Parts 1-19 as they existed at the time the Lakes A Zone (as Variation 12) was notified that apply within the Lakes A Zone. 

There have been various amendments to Parts 1-19 since 13 May 2000 when the Lakes A Zone was notified due to Variations and Plan Changes which do not apply within the Lakes A Zone.  It is for this reason  that the full text version of Rule 1.1 is now contained as a separate document as part of the Operative version of the Lakes A Zone.  Rule 1.1 contains some specific provisions that would be relevant for proposals and should also be referred to.
