Structure Plans

As part of the on-going Rotorua District Plan review, a number of related planning exercises are being progressed to formulate a comprehensive and coherent framework for the sustainable growth and development of Rotorua over the next 30-50 year planning horizon.
What is a Structure Plan?

The purpose of a Structure Plan is to define a vision for the future and plan for growth. The Rotorua Northern and Western Basin Structure Plan aims to:

Reflect the community's vision for the future

Set out where growth (residential, rural, commercial, industrial, and recreational) can be accommodated.

Provide a staging plan for the establishment of any new development areas.

Guide infrastructure planning including roading, water supply and wastewater.

Eastern Structure Plan

The project has reached the stage where we would like to receive your feedback on the options proposed.  In the consultation document there is a feedback form that can be downloaded and mailed back to:

Lake Rotorua Western / Northern Structure Planning Exercise

The Rotorua District Council has commissioned MWH (New Zealand Ltd) to undertake this planning assessment. The study has begun by identifying areas unsuitable or impractical for longer term development due to constraints. A wide range of potential constraints are being considered such as ecological sensitivity, areas of cultural significance, water quality, landscape, transport, infrastructure servicing, amongst others.

 

The outcome of the project will comprise a structure plan in a form that can be incorporated into the review of the District Plan.

The Western Structure Plan comprised a study of the northern and western basin areas surrounding Lake Rotorua.

The project is in its early stages and an important component of this project is consultation with the community. We would like to receive your feedback on your community which will help us to identify what is already working well and aspects that may need to be looked at closer.

Public meetings and hui have already been held at Ngongotaha, Kaharoa and a number of marae in the area. If you missed these there is still time to have your say at this early stage. Please find attached the questionnaires used in consultation to date.

Lake Rotorua Catchment Landscape Assessment

The Rotorua District Council has commissioned Boffa Miskell Ltd to undertake a landscape assessment encompassing the Lake Rotorua Catchment. The Lake Rotorua catchment covers an area greater than the Lake Rotorua caldera basin.

The purpose of the assessment is to provide base information on the landscapes within the Lake Rotorua catchment in order to assess which landscapes and natural features are outstanding. At this stage it is not known which natural features and landscapes within the lake Rotorua Catchment are outstanding as the fieldwork and assessment has not yet been undertaken. 

The landscape assessment will involve fieldwork, consultation and workshops with tangata whenua and key stakeholders, assessment and reporting.

The reason for this work is to meet statutory requirements of the Resource Management Act 1991, in particular Part II including:

  • The preservation of the natural character of the coastal environment (including the coastal marine area),
  • Wetlands and lakes and rivers and their margins, and the protection of them from inappropriate subdivision, use, and development;
  • The protection of outstanding natural features and landscapes from inappropriate subdivision, use and development;
  • The maintenance and enhancement of amenity values

The study will update earlier work describing the landscape of this area (Rotorua Lakes Landscape Assessment: 1993) and involve describing the landscape character areas within the study area. In relation to the ‘outstanding natural features and landscapes’ it is proposed to use 7 criteria established previously through case law these are:

1. Natural science factors - the geological, topographical, ecological and dynamic components of the landscape;

2. Aesthetic values including memorability and naturalness;

3. Expressiveness (legibility), how obviously the landscape demonstrates the formative processes leading to it;

4. Transient values (occasional presence of wildlife; or its values at certain times of the day or of the year);

5. Whether the values are shared and recognised;

6. Value to tangata whenua;

7. Historical associations
