Land Use activities within Rotorua's Rural Zones have the potential to adversely affect the amenity values associated with rural character.
 
The rural amenity values associated with the Rotorua District can be described as having the following features:
  • large separation distances between buildings
  • low density and height of buildings
  • more extensive areas of vegetation in comparison to urban areas
  • limited areas of paved surfaces
  • the presence of natural habitats of flora and fauna
  • relatively low levels of noise emissions
  • a dominance of farming type activities
  • good visual and landscape qualities
 
The provisions of the District Plan addressing rural land use and development activities are designed to avoid, remedy or mitigate any adverse affects on the rural amenity values experienced in the District's Rural Zones.
 
Within the areas of the Rural A and Rural E zones, which are subject to reference to the Environment Court.  The provisions of the Transitional District Plan also need to be referred to any may change the status of your proposal.  The area attached includes the group of lakes around Lake Tarawera.
 

Maximum Height and Daylighting

Any building shall not exceed the following standards.

Rural A:    10 metres above the lower of either the natural ground level or the finished ground level, except for houses, the maximum height is 7.5 metres.

Rural B:    7.5 metres above the natural ground level.

Rural C:    No height restrictions apply.

Rural D:    7.5 metres above the natural ground level.

Rural E:    7.5 metres above the natural ground level, provided that the height in relation to the following boundary standard is complied with:
  • The maximum height on the boundary of 3 metres, plus 1 metre for every metre from the boundary.
 
Rural F:    15 metres above the natural ground level.
 
The provisions of Appendix E in relation to height must also be complied with in each Rural Zone.

Buffers

The  following buffer requirements for buildings apply except in these situations:
 
  • where a site has been identified for road widening in Appendix D of the District Plan
  • where any building, waste disposal facility, or any structures for confined animal farming are proposed to be erected within 25 metres of any river or stream, the bed of which has an average width of 3 meters or more, or from any lake with a surface area in excess of 8 hectares, or within 5 metres of any esplanade reserve or strip.

Rural C:
 
 
 
No restrictions apply other than those that may be specified in a Development Plan.
 
Rural D:
 
 
 
 
minimum front yard 7.5 metres
minimum side yard 2.5 metres
minimum rear yard 2.5 metres
minimum rear site yard 2.5 metres
 
Rural E:
 
 
 
 
minimum front yard 7.5 metres
minimum side yard 2.5 metres
minimum rear yard 5 metres
minimum rear site yard 2.5 metres
 
Rural F:
 
 All front, rear and side yards 7.5 metres
 
 
 
Site Coverage:
In all Rural Zones except the Rural G Zone, the maximum site coverage shall be:
 Impermeable surfaces 40%
 
Parking and Manoeuvring:
All Industrial Zones shall comply with the provisions of Appendix F.
 
Noise:
All Industrial Zones shall comply with the provisions of Appendix K.

Signs:
The maximum area of all signs on a site shall be as follows:
Rural A, B, C, D: 2.88m2 Rural E, G: 0.5m2

Plantation Forestry :
 
Rural A, B, F: 
No part of any plantation forest shall be closer than 20 metres from the edge of any public road, or the boundary of any Rural C, D, E Zone, or any Residential Zone.
Failure to comply with any of the following provisions will mean the proposal needs to be amended or a resource consent applied for.

There are other rules in the District Plan relating to vegetation clearance and earthworks that should be referred to before starting any building project or development.
