Safety Projects

Council’s safety priorities are to: 

  • foster community safety in the central business district and surrounding reserves 
  • support initiatives which reduce tourism-related crime
  • support initiatives that reduce youth offending 
  • support initiatives addressing alcohol, drug and gambling issues 
  • support and build capacity for neighbourhood and community initiatives
  • promote the sustainability of community safety programmes led by Rotorua District Council
  • maintain International Safe Community designation for the Rotorua District
  • support initiatives that aim to prevent and/or reduce family violence in the Rotorua District

We are currently working to a 2011/12 Crime Prevention Plan to address these seven areas. We will continue to work closely with key stakeholders like the Police, Neighbourhood Support, the Ministry of Justice and schools.

Project Papa Waka 

  • Vehicle crime reduction initiative, 2005–2008. Sign in Goverment Gardens.
  • Joint project with partners including the Ministry of Justice Crime Prevention Unit, the Police, Department of Conservation, Neighbourhood Support, Victim Support and Destination Rotorua Tourism Marketing.
  • Implemented new signage at different sites.
  • Implemented Crime Prevention through Environmental Design (CPTED) recommendations.
  • Ran a successful education campaign, Beat the Thief.
  • Installed closed-circuit television (CCTV) at four car parks.
  • Produced and distributed an information flyer for visitors.

Rotorua Truancy Action Group

  • Established truant-free shopping areas and distributed posters and guides for retailers.
  • Carried out research into drivers of truant behaviour.

CCTV Monitoring Room.

Crime prevention cameras and central business district security lighting 

  • Upgraded the closed-circuit television (CCTV) network and cameras, moving to a ‘night vision’ quality camera and a more sophisticated monitoring system.
  • Established new camera sites in and around the Energy Events Centre and Government Gardens.
  • Council policy ensures strategic placement of crime prevention cameras.

CPTED Guidelines.

Crime Prevention through Environmental Design (CPTED) 

  • Council, architects and urban planners use the principles of Crime Prevention through Environmental Design to create safer public spaces. 
  • CPTED can be applied to new development and redevelopment to improve an area’s security and to enhance the quality of the local environment. 
  •  Council offered CPTED training to members of the Rotorua tourism industry in 2008 and plans to offer further courses in future.
