Throughout October-December 1998, thirty-two focus groups of young people were held. Each focus group discussed three questions:
- What do young people like about Rotorua?
- What issues are important to Rotorua young people?
- What would young people like to change about Rotorua?

Throughout February 1999, questionnaires were distributed to Rotorua young people aged 10-25 through schools, employers, training and youth organisations. Surveyors also worked in the city centre, at suburban shopping centres, and at youth activities and venues. The final return rate was around 2,700, which represents almost one out of every five young people in the Rotorua District.

The Rotorua Youth Consultation resulted in a wide range of new initiatives for Rotorua young people. Amongst other things, the information contributed to the development of a School for Young Parents, a Youth Projects Trust to assist young people to run their own events, and a District Council Youth Policy and Action Plan.
