Rotorua The State of Environment Report 2007
Reporting on the state of the environment is a requirement under the Resource Management Act 1991.
Monitoring of environmental indicators alerts us to potential problems in the environment.
The State of Environment Report is a snapshot of what is happening in our environment over a five year
period. This report covers the period between 2002 and 2007. The 2007 report covers a series of 12
environmental “themes”, and are the same 12 themes that form part of Council’s Ten Year Plan 2006-2016.
Data and information was collected from a number of organisations including local and regional government,
National Institute for Water and Atmospheric Research, the Ministry for the Environment, Land Transport
New Zealand, New Zealand Historic Places Trust and others. The collection, analysis and interpretation of
data is coordinated by the Environmental Advisor at Rotorua District Council with assistance, feedback and
expert knowledge from the information providers and staff.

Section 35(2)(a) of the Resource Management Act requires every local authority to monitor the state of the whole or any part of the environment. State of the environment monitoring and reporting is an important part of the resource management planning process because it gives an early warning system for environmental problems. Monitoring is an ongoing process of data collection, analysis, interpretation, review and reporting.
It will help us to go forward.
State of the environment (SoE) monitoring and reporting informs decision-making by helping determine the need for further action, and by suggesting where policies and actions can be improved. It also allows the council and the community to access information on the condition of the environment, on key environmental pressures and on measures taken to address those pressures.
