How do I Apply for a Building Consent for Residential Work?

Below you will see a number of links to various forms and information pamphlets. These are the forms that will be required to apply for a building consent.

Ensure that you have two copies of all information (including specifications, plans, relevant manufacturer's details etc) to accompany your application.
Ensure that you have completed this checklist before arriving at Council for the vetting process of your application. (An appointment for vetting is encouraged and you can book by phoning (07) 350 0209 ext. 8661)

How do I apply for a Building Consent for Commercial/Industrial work?

Applying for a consent for commercial or industrial work is almost the same process as above, but remember that you may require a fire report/design and a compliance schedule. Further, if your building is going to be occupied, or one to which the public will have access during construction you will be required to apply for a Certificate of Public Use.

Building Warrants of Fitness
 
The Building Act 2004 sets out particular responsibilities for owners of commercial, istitutional, and industrial buildings.  Such buildings are likely to require a compliance schedule and therefore display a building warrant of fitness.

How do I Apply for an Amendment to a Building Consent?

Changes to plans for building consents not yet issued can be simply provided to Council (in duplicate) showing the proposed changes.

Amendments to plans for building consents that have been issued must be accompanied by an Amendment Application Form (Form 117) along with two sets of all relevant documentation such as amended floor plans, bracing plans, site plans and manufacturer's specifications of any new products etc being introduced to the design.

All Amendments are subject to the vetting process, as above, so complete the Building Vetting Checklist and provide all documentation to Council for the submission and vetting process.

Marquees and Building Consents

Marquees do require a building consent, however, we've been working towards making the application process as straight forward as possible. Therefore, follow the steps below and it should be a painless process . . .

  1. Complete the Building Consent Application (Form 2), the Code Compliance Certificate (Form 6) and, for those marquees that will be open to the public a Certificate of Public Use (Form 15). NB. marquees for private functions do not require a Certificate of Public use.
  2. Provide two copies of all documentation such as floor plans, site plans, fire reports/designs (for gatherings of 250 people or greater), producer statement(s).
  3. Complete the Applicant section the Marquee Vetting and Processing Checklist.
  4. Bring all documentation to the Building Services counter to lodge your consent application.

Solid Fuel Heaters and Building Consents

  Solid fuel heaters are one of Rotorua's most popular heating choices and during Autumn and Winter applications to have these installed arrive thick and fast. So, follow the steps below and enjoy a hassle free process . . .

  1. Check that the fire you intend to install is on the Government's list of approved 'clean air' burners at http://www.mfe.govt.nz/laws/standards/woodburners/authorised-woodburners.html
  2. Complete the Building Consent Application (Form 2)
  3. Provide two sets of: floor plans showing the complete layout of the dwelling and indicating the intended location of the fireplace and smoke detectors; manufacturer's specfications clearly showing the model of fire you intend to install; a cross section through the roof showing the flue and flue heights above the roof level and the relevant flashing details for the flue through the roofing material
  4. Complete the Solid Fuel Heater Vetting and Processing Checklist
  5. Bring all your documentation in to Council for submission and vetting.

    NB. inbuilt solid fuel heaters will require two inspections, one prior to the fire being installed and one after installation.

Sewer Connections and Building Consents

Again, these building consent applications have now been set up with ease in mind. Follow the steps below . . .

  1. Complete the Building Consent Application (Form 2)
  2. Provide two site plans showing the location of the new piping to sewer connection, pipe sizes and gradients
  3. Complete the Sewer Connection Vetting and Processing Checklist
  4. Bring all the documentation to Council for submission and vetting.

Swimming Pools and Building Consents

Following the steps below should ensure that you have all the relevant information required for an application for a swimming pool. You can check out this information pamplet . . . Fencing Swimming Pools . . . for useful information.


  1. Complete the Building Consent Application (Form 2)
  2. Provide two site plans showing the location of the swimming pool in relation to boundaries, details on the fencing compliant with the Fencing of Swimming Pools Act, details on backflow prevention (where applicable) and, if there are any doors or windows opening directly onto the swimming pool area, how these will be secured, as well as any other relevant information required from the checklist below .
  3. Complete the Swimming Pool Vetting and Processing Checklist 
  4. Bring all the documentation to Council for submission and vetting.

PAYMENT OF FEES:

On application for a Building Consent and or a Project Information Memorandum the Building Consent Deposit and the PIM Fee is payable. These fees cover our administration and most of our processing costs and are NON REFUNDABLE. The balance of fees and levies will be charged on approval of the consent. Your consent will not be issued if there are outstanding fees.

In addition to the above other fees may be payable to cover inspections and the issuing of Certificates and the like. These will be itemised at point of approval of the Consent.

 

 

3          LEVIES:

 

i)   Building Research Levy:

A levy of $1.00 for every $1000 or part thereof of the project where the value of the Project is $20,000 or greater. This is collected on behalf of Building Research New Zealand.

 

ii)  Department of Building and Housing Levy:

A levy of $1.97 for every $1000 or part thereof of the project where the value of the Project is $20,000 or greater. This is collected on behalf of the Department of Building and Housing.
